NIGER DELTA: East-West Road In A Worst State, Do You Blame Ex-President Goodluck Jonathan?

The poor situation of the East-West road today has really given a lot of concern. It's situation is degenrating by the day. In the photos this article has really shown the bad state of the road, especially, MBIAMA road axis. It is a central road that connects the South to the west, All the easterners and southerners use the road. It links Bayelsa, Rivers, Delta and Imo state.
The projected started during Obasanjo's tenure and was abandoned, then was continued during Goodluck Jonathan. The users of the road got relieve because of the level of work in the road but unfortunate the road project crashes. The pace which it was constructed slowed down. Today, no single work is going on the same road.

Since inception of Buhari's administration, nobody is talking about the road. The EFCC and other anti-graft have not deem it fit to look into it neither the president who is championing the FIGHT AGAINST CORRUPTION.
What went wrong? that is the question everyone should ask? Now who do we throw the blame at? Dr Goodluck Jonathan who is from the region or the Contractor? WHO?
