George, of Plymouth, Devon, thought she would walk free after serving her minimum sentence of seven years in December.
It has been revealed a parole board panel has decided the mum-of-two is still a danger and will not be considered for release again until at least 2019. But the former nursery teacher could go from her high-security prison to an open jail.
Judge Mr Justice Royce ordered an 'indeterminate' sentence in 2009, meaning she would only be released when the Parole Board gave the green light.
He said: "Parents have to live with the memory of you coming out with a smile on your face to hand them back their child.
"In fact you may have been doing unspeakable things to that child.
"Many of the parents still have to live with that uncertainty and distress."
Horrified parents of some of those she abused said they were living in fear of her potential freedom after outrage at the leniency of the minimum term went unheeded at the time.
A Parole Board spokesman said: "A panel recommended her transfer to open conditions. The final decision rests with the Ministry of Justice."
